The Pre-emptive Ban on Octopus Farming

Last year, California and Washington state banned farming octopuses for their meat, and bills have been introduced in seven other states — plus the US Senate — to do the same. Lawmakers in Chile and Spain are weighing a prohibition on farming them, too.

All this legislative activity, and yet there’s not a single octopus farm anywhere in the world.

The movement to ban octopus farming before it starts — led by animal welfare activists, ocean conservationists, and concerned academics — might be easy to dismiss as a solution in search of a problem.

...which means whatever company that farms them would have to deal with the ordeal of a lot of polluted water.

...But it hasn’t stopped the Spanish seafood giant Nueva Pescanova from trying to make large-scale octopus farming a thing in order to supply “premium international markets,” like the US, South Korea, and Japan, where consumer demand for octopus meat is on the rise.

"The movement to ban octopus farming before it starts — led by... — might be easy to dismiss as a solution in search of a problem."

(Skeleton):
The movement might be easy to dismiss.

(Modifiers):

  • as a solution...problem:
3. "...might be easy to dismiss..."
这里的 to dismiss 能否改成被动 to be dismissed?

The movement is easy to dismiss.

4. "...whatever company that farms them would have to deal with..."

(Hypothetical Situation)

根据文章语境,目前世界上还没有任何一家章鱼养殖场(there’s not a single octopus farm)。

5. (a) 这里的 a thing 是什么意思?

(a) a thing: 这里的 a thing 是当代口语里的一个固定用法,意思接近于The latest fad or fashion; an established or genuine phenomenon or practice:
所以 “make large-scale octopus farming a thing” 可以翻译为:

According to media reports, sleep texting is now a thing among serious smartphone addicts.
He looks like he's wearing boxers underneath his swim trunks. Is that a thing?

它修饰前面的先行词 markets(premium international markets, like the US...)。
